ROB PORTMAN . MR. PORTMAN: IT IS GOOD TO BE
BACK IN CLEVELAND. YOU WILL HEAR ABOUT A CONTRAST
BETWEEN TWO OF US. I HAVE BEEN A VOICE FOR OHIO,
WORKING ACROSS THE AISLE TO DELIVER RESULTS FOR OHIO
FAMILIES AND WORKERS. I AM PROUD THAT 45 OF MY BILLS
HAVE BEEN SIDE INTO LAW. ONE IS AN IMPORTANT ISSUE, THE
HEROIN AND PERCEPTION DRUG EPIDEMIC AMONG WHICH HAS
DEVASTATED COMMUNITIES. MY COPPERHEADS OF ADDICTION AND
RECOVERY ACT WILL BEGIN TO TURN THE TIDE IN THAT EPIDEMIC.
I AM RUNNING FOR CHANDRA WHO I MET TODAY AT A WOMEN’S CLINIC, A
RECOVERING ADDICT WHO NEEDS HELP. I AM RUNNING FOR THE MANY
WORKERS IN OHIO FEELING THE MIDDLE CLASS SQUEEZE.
I HAVE TAKEN A LEAD ON THINGS LIKE WORKER RETRAINING, THINGS
LIKE INFRASTRUCTURE PROJECTS GETTING OFF THE GROUND AND
ENSURING WE HAVE A LEVEL PLAYING FIELD FOR OHIO WORKERS.
THAT INCLUDES LEGISLATION THAT WE PASSED AND IS NOW HELPING
STEELWORKERS BEGIN TO FIGHT BACK AGAINST UNFAIR IMPORTS FROM
COUNTRIES LIKE CHINA. I AM FIGHTING FOR THE NEW
WORKERS RIGHT HERE IN CLEVELAND OHIO , WHO HAVE A NEW JOB BECAUSE
OF LEGISLATION THAT ENABLED THEM TO WIN THEIR TRADE CASE.
I AM PROUD OF THE FACT I HAVE BEEN ENDORSED BY EVERY MAJOR
CITY NEWSPAPER, THE CLEVELAND PLAIN DEALER SAID I HAVE REACHED
ACROSS THE AISLE AND HAVE WORKED WITH DEMOCRATS AND REPUBLICANS
TO ACHIEVE RESULTS. THEY SAID THEY DID NOT THINK
THAT TED STRICKLAND COULD BE EFFECTIVE.
I THINK THEY ARE RIGHT. HE WAS NOT EFFECTIVE AS A
CONGRESSMAN COVENANT — PUNISHMENT, GOVERNOR, AND JOBS
WERE LOST. 90,000 JOBS RIGHT HERE IN
CLEVELAND. AND WHEN VOTERS TURNED HIM OUT,
HE BLAMED CLEVELAND. HE SAID, CLEVELAND’S BIGGEST
ENEMY IS CLEVELAND. I THINK CLEVELAND’S BIGGEST
ENEMY WAS HIS POLICIES. WE CANNOT GO BACK TO TED
STRICKLAND ‘S OHIO. DANITA: GOVERNOR, YOU HAVE TWO
MINUTES FOR YOUR REMARKS. MR. STRICKLAND: THANK YOU TO THE
CITY OF CHAMPIONS. I GREW UP IN A FAMILY THAT
STRUGGLED, BUT WE SURVIVED BECAUSE WE LOVED EACH OTHER.
WE LOST OUR FIRST HOME TO A FLOOD AND ARE SECOND TO HARD
TIMES. WHEN I WAS ABOUT FIVE, OUR THIRD
HOME BURNED TO THE GROUND. THAT WAS A STEEL WORKER AND MY
MOM RAISED NINE KIDS AND I WAS THE FIRST OF THEM TO GO TO
COLLEGE. I LEARNED THAT ONE BAD BREAK CAN
LEAD TO HARDSHIP. AND THAT IS WHY I HAVE SPENT MY
LIFE AS A MINISTER, PSYCHOLOGIST , CONGRESSMAN AND AS YOUR
GOVERNOR, FIGHTING FOR THE WORKING PEOPLE.
AND THAT IS WHO I WILL FIGHT FOR IN THE SENATE.
AND THEN THERE IS THE ROB PORTMAN STORY.
IT IS A STORY OF WEALTH, POWER AND PRIVILEGE.
A MAN THAT PRETENDS TO BE NONPARTISAN MOTHER HE IS ALWAYS
THERE WOULD MITCH MCCONNELL — NONPARTISAN, BUT HE IS ALWAYS
THERE WHEN MITCH MCCONNELL NEEDS HIM. HE IS SPENDING TAXPAYERS’
DOLLARS TO FIGHT OBAMA. AND HE SAYS THAT THE AUTO RESCUE
WAS A LOUSY DEAL FOR OHIO. HE VOTED TO KEEP US FROM CURBING
GUN VIOLENCE. AND THIS MAN HAS ALWAYS OPPOSED PRESIDENT OBAMA.
LET ME SAY, HE VOTED AGAINST PRESIDENT OBAMA 92% OF THE TIME.
92% OF THE TIME. HE EVEN STOOD WITH DONALD TRUMP
AFTER HE SAID THE PRESIDENT WAS NOT A CITIZEN .
SO WHEN YOU HEAR ABOUT INDEPENDENCE AND BIPARTISANSHIP,
REMEMBER, HE IS THE GREAT PRETENDER. DANITA: THANK YOU.
WE WILL START WITH OUR FIRST QUESTION.
THIS HAS BEEN AN UNUSUAL ELECTION WITH THE SURVEY OF
MILLENNIALS BY THE UNIVERSITY OF MASSACHUSETTS, FINDING THEY
WOULD RATHER HAVE A LOTTERY TO DETERMINE THE WINNER, THEN VOTE
FOR HILLARY CLINTON OR DONALD TRUMP.
AND A POLL RELEASED THIS WEEK FOUND THAT MOST VOTERS FIND
NEITHER DONALD TRUMP OR CLINTON IS FIT TO BE PRESIDENT.
IN LIGHT OF THESE, HOW DO YOU RATIONALIZE SUPPORTING THE
PARTY’S CANDIDATE FOR PRESIDENT? MR. STRICKLAND: THERE ARE BIG
DIFFERENCES BETWEEN DONALD TRUMP AND HILLARY CLINTON.
DONALD TRUMP IS UNFIT TO BE PRESIDENT.
HE HAS SPENT YEARS SAYING THAT PRESIDENT OBAMA IS NOT A
CITIZEN. HE HAS MOCKED DISABLED PEOPLE.
HE HAS MADE FUN OF PRISONERS OF WAR AND GOLDSTAR FAMILIES.
HE HAS CALLED WOMEN THINGS AND WORSE — PIGS AND WORSE.
HILLARY CLINTON ON THE OTHER HAND HAS GREAT EXPERIENCE.
SHE HAS BEEN A FIRST LADY, SENATOR, SECRETARY OF STATE.
AND SHE HAS ANSWERS TO OUR PROBLEMS.
SECRETARY CLINTON, WORKING WITH BARACK OBAMA AND BERNIE SANDERS,
THEY HAVE COME UP WITH AN EDUCATION PLAN, JUST AS AN
EXAMPLE. THIS EDUCATION PLAN SAYS, IF YOU
MAKE LESS THAN $125,000 A YEAR, YOUR CHILD CAN GO TO A PUBLIC
COLLEGE OR UNIVERSITY, TUITION FREE.
THAT INCLUDES ABOUT 80% OF THE PEOPLE IN THE STATE OF OHIO.
PARENTS NOT HAVING TO WORRY ABOUT WHETHER OR NOT THEIR KID
CAN GO TO COLLEGE. NOW, THE SENATOR WILL NOT
SUPPORT THAT KIND OF APPROACH BECAUSE HE HAS NOT TAKEN THE
RIGHT KIND OF ATTITUDE TOWARD STUDENTS.
HE OPPOSES ALLOWING STUDENTS TO REFINANCE STUDENT DEBT AT A
LOWER INTEREST RATE. HE HAS TRIED TO CUT MILLIONS OF
DOLLARS OUT OF GRANTS. WHEN HE HAS HAD TO CHOOSE
BETWEEN OHIO STUDENTS AND THE BANKS, HE HAS CHOSEN THE BANKS.
DANITA: SENATOR, WE KNOW THAT IT TOOK YOU SOME TIME TO WITHDRAW
SUPPORT FROM DONALD TRUMP, BUT I WOULD LIKE TO GET YOUR TAKE ON
THE FACT THAT MILLENNIALS , 18-24, A SAD COMMENTARY THAT AGE
GROUP SEES NEITHER ONE TO BE FIT AS PRESIDENT?
MR. PORTMAN: IT IS SAD. IT WOULD BE NICE IF THEY COULD
LOOK UP TO THEIR PRESIDENTIAL CANDIDATES.
I THINK IN THIS CAMPAIGN WE HAVE SEEN THINGS SAID AND DONE THAT
HAVE DISCOURAGED THEM. I HAVE STOOD UP AND CONSISTENTLY
STOOD UP WHEN I THOUGHT SOMETHING SAID IT WAS WRONG.
MY OPPONENT HAS NOT DONE THAT. WORDS MATTER.
IT IS AN EXTRAORDINARY STEP NOT TO SUPPORT YOUR NOMINEE FOR
PRESIDENT. WHEN HILLARY CLINTON CALLED HALF
OF DONALD TRUMP’S SUPPORTERS DEPLORABLES, SAID THAT THEY WERE
RACIST, HE HAS NOT STOOD UP. TED STRICKLAND STILL HAS NOT.
AND WORDS MATTER. THIS IS A CAMPAIGN BETWEEN TED
STRICKLAND AND ME. IT IS NOT A PRESIDENTIAL
CAMPAIGN, BUT YOU WILL HEAR MY OPPONENT CONTINUE TO REFERENCE
OF THE PRESIDENTIAL CAMPAIGN. MAYBE HE SHOULD RUN IN THE
PRESIDENTIAL CAMPAIGN. BUT DURING THIS CAMPAIGN, HE IS
THE ONE THAT HAS USED THE WORD RATE — RAPE, SOMEHOW TRYING TO
CONNECT IT TO CHARTER SCHOOLS. HE SAID WHEN ANTHONY SCALIA
GUIDE THAT IT WAS A CAUSE — DIED THAT IT WAS A CAUSE TO
CELEBRATE. HE IS THE ONE THAT CAME TO
CLEVELAND AND HANDED OUT FORTUNE COOKIES, OFFENDING
ASIAN-AMERICANS, AS A POLITICAL GIMMICK.
AND HE IS THE ONE THAT SAID THAT CLEVELAND, YOUR WORST ENEMY IS
YOURSELF. INSTEAD OF TAKING RESPONSIBILITY.
DANITA: YOU HAVE 30 SECONDS. MR. STRICKLAND: HE CAN DEFEND
DONALD TRUMP ALL HE WANTS, BUT THE FACT IS HE STOOD BY DONALD
TRUMP AFTER HE SPENT YEARS SAYING BARACK OBAMA WAS NOT A
CITIZEN. HE STOOD BY HIM WHEN HE CALLED
WOMEN PIGS. HE STOOD BY HIM WHEN HE MOCKED A
DISABLED PERSON. IT WAS NOT UNTIL IT WAS IN HIS
POLITICAL CALCULATION TO TRY TO DISASSOCIATE HIMSELF, THAT AT
THE LAST MINUTE, SHORTLY BEFORE THIS ELECTION, HE SAID , I CANNOT
VOTE FOR DONALD TRUMP. KAREN: SENATOR PORTMAN, YOUR
COLLEAGUE SENATOR JOHN MCCAIN SAID THAT REPUBLICANS WOULD BE
UNITED AGAINST ANY SUPREME COURT NOMINEE THAT HILLARY CLINTON
WOULD PUT FORWARD, IF ELECTED PRESIDENT.
BUT THEN HE BACKED OFF, SAYING HE WOULD THOROUGHLY EXAMINE A
NOMINEE. THERE IS A CONSTITUTIONAL
OBLIGATION TO LOOK AT A NOMINEE, SOME SCHOLARS SAY THERE IS
NOTHING THAT REQUIRES THAT TO HAPPEN.
SO REGARDLESS OF WHO IS ELECTED, WILL YOU PUSH FOR A PROCESS FOR
THE NOMINEE, OR WILL YOU TRY TO BLOCK A NOMINEE?
MR. PORTMAN: A FEAR — FAIR HEARING PROCESS.
AND I BELIEVE THAT IS WHAT I HAVE DONE.
THERE ARE MANY NOMINEES THAT I FOUND WERE NOT GOOD FOR THE
COURT, BUT MANY I DID SUPPORT, INCLUDING THOSE OF FOR EXECUTIVE
OFFICES . I LOOK AT EACH ONE ON ITS
MERITS. I DO NOT AGREE THAT WE SHOULD
AUTOMATICALLY BLOCK NOMINEES. WE SHOULD BE WORKING TOGETHER TO
FIGURE OUT HOW TO SOLVE PROBLEMS AND GET THE BEST PEOPLE TO SERVE
FOR A LIFETIME APPOINTMENT ON THE COURTS.
WE SHOULD WORK TOGETHER ON THAT. AND ENSURE THAT WE HAVE FROM
BOTH THE MIKE TROUT AND REPUBLICANS — FROM BOTH
DEMOCRATS AND REPUBLICANS ALIKE — IT IS A MISTAKE FOR
REPUBLICANS TO DO THAT. AS YOU KNOW.
I THINK WE SHOULD LOOK AT JUSTICES ON THEIR MERITS.
AND I WILL LOOK AT THEM AS TO WHERE THEY ARE FAITHFUL TO THE
CONSTITUTION, WHETHER THEY WILL BE LEGISLATING FROM THE BENCH ,
AND WHETHER QUALIFICATIONS ARE. IT IS SOMETHING ALL OF US OUGHT
TO DO. KAREN: GOVERNOR STRICKLAND?
MR. STRICKLAND: ROB PORTMAN CLAIMS HE IS BIPARTISAN, BUT HE
WAS NOT BIPARTISAN WHEN IT COMES TO GUNS.
HE VOTED AGAINST A BILL THAT WOULD DISALLOW SUSPECTED
TERRORISTS FROM BUYING GUNS. HE WAS NOT BIPARTISAN WHEN IT
CAME TO IMMIGRATION. PERHAPS THE MOST EGREGIOUS
ACTION HE HAS TAKEN WAS AGAINST JUDGE GARLAND.
I WILL READ BACK THE WORDS HE JUST UTTERED.
HE SAID, I DO NOT AGREE THAT WE SHOULD AUTOMATICALLY BLOCK A
NOMINEE. FOR MONTHS, HE HAS BLOCKED JUDGE
GARLAND. HE SAID, THIS MAN SHOULD NOT
HAVE A HEARING OR GET A VOTE. HE HAS DISRESPECTED THE
PRESIDENT AND HE HAS FAILED TO CARRY OUT HIS CONSTITUTIONAL
OBLIGATION. HE HAS NOT DONE HIS JOB FOR
MONTHS AND WE HAVE A FOUR-FORCE PLAYS ON THE COURT — 4-4 SPLIT
ON THE COURT. HE NEEDS TO GIVE US AN ANSWER.
EVERY NEWSPAPER IN THIS STATE HAS CRITICIZED YOU FOR THIS.
AND YET, YOU REFUSE TO ALLOW THE PRESIDENT’S NOMINEE TO GET A
HEARING AND A VOTE. YOU HAVE ANSWERING TO DO TO THE
PEOPLE OF OHIO. YOU ARE NOT ANSWERING OR ACTING
IN A BIPARTISAN MANNER, YOU ARE ACTING IN A HYPER PARTISAN
MANNER WHEN IT COMES TO THE SUPREME COURT.
HE CAN CLAIM TO BE INDEPENDENT OR BIPARTISAN, BUT ON THIS VERY
SERIOUS ISSUE HE HAS NOT BEEN BIPARTISAN.
KAREN: YOU HAVE 30 SECONDS TO RESPOND.
MR. PORTMAN: I DID ANSWER YOUR QUESTION.
UNLIKE TED STRICKLAND , WHO DIDN’T.
I VOTED FOR PRESIDENT OBAMA’S NOMINEE IS WHEN I THOUGHT THAT
THEY WERE QUALIFIED. AND THE BILLS I WROTE HAVE
BECOME LAW. THAT MEANS BARACK OBAMA SIGNED
THEM. THEY WERE BIPARTISAN. THEY WENT THROUGH THE HOUSE, THE
SENATE, THEN SIGNED INTO LAW. THAT IS NOT EASY TO DO.
ONE REASON I AM RUNNING FOR REELECTION IS I BELIEVE THOSE IN
WASHINGTON SHOULD KNOW HOW TO DO THAT.
WE NEED TO FIGURE OUT HOW TO WORK TOGETHER AS REPUBLICANS AND
DEMOCRATS AND SOLVE PROBLEMS. I AM A COMMON SENSE
CONSERVATIVE. DANITA: GOVERNOR STRICKLAND,
THERE IS NO DENYING THE GROWING PROBLEM OF DRUGS AND IN OUR
STATE ALONE, LAST YEAR, AN AVERAGE OF EIGHT PEOPLE A DAY
DIED FROM OVERDOSES, MANY RELATED TO OPIOIDS.
THE EPIDEMIC IS TAKING A TOLL ON COMMUNITIES THAT ARE STRUGGLING
TO COPE WITH EMERGENCY CALLS FOR OVERDOSES, AS WELL AS HANDLING
THE ADDICTS NEEDING TREATMENT. IS THIS AN ISSUE THAT SHOULD BE
HANDLED AT THE COMMUNITY LEVEL, OR IS THERE A ROLE FOR THE
FEDERAL GOVERNMENT? MR. STRICKLAND: THERE IS A ROLE
FOR THE FEDERAL GOVERNMENT. YOU ARE RIGHT IN DESCRIBING THE
PROBLEM, IT IS A SCOURGE AND PEOPLE ARE DYING NEEDLESSLY.
WE DO NOT HAVE ADEQUATE TREATMENT AVAILABLE FOR PEOPLE
WHO ARE SEEKING TREATMENT. I KNOW SOMETHING ABOUT THIS.
I JUST LOST A VERY CLOSE RELATIVE TO OXYCONTIN OVERDOSE A
COUPLE OF MONTHS AGO. IT WAS A TRAGIC EVENT.
A BEAUTIFUL YOUNG MAN WHO SHOULD NOT HAVE DIED.
THE FACT IS, I WAS AWARE OF THIS WHEN I WAS GOVERNOR AND I
STARTED THE PRESCRIPTION DRUG TASK FORCE , BECAUSE SO MANY
ADDICTIONS BEGIN AS A PRESCRIPTION USE AND THEN PEOPLE
GET ADDICTED AND THEY NO LONGER HAVE THE PRESCRIPTION OR IT IS
COSTLY, SO THEY GO TO THE STREETS AND FIND OTHER
SUBSTITUTES. COMMUNITIES NEED HELP.
I APPLAUD MY OPPONENT FOR CALLING ATTENTION TO THIS ISSUE.
BUT, HE HAS VOTED AGAINST THE VERY RESOURCES THAT COMMUNITIES
LIKE CLEVELAND NEEDED TO FIGHT THE SCOURGE.
BEYOND THAT, HE VOTED AGAINST. I AM NOT SURPRISED BECAUSE THEY
WERE 14 OTHER THINGS ON THE BILL THAT HE TOOK CREDIT FOR.
AND HE VOTED AGAINST. SO IS GOOD TO DESCRIBE THE
PROBLEM AND HE IS GOOD ABOUT SHOWING PERSONAL CONCERN, BUT HE
WILL NOT BITE THE BULLET AND PROVIDE RESOURCES.
HE LETS OTHER SENATORS CAST THE VOTE AND THEN HE TAKES CREDIT.
DANITA: WHERE SHOULD THE WEIGHT LIE?
MR. PORTMAN: I HAVE TAKEN THE LEAD , BECAUSE I THINK THE
FEDERAL GOVERNMENT HAS A ROLE TO PLAY. IT IS AN EPIDEMIC.
WE SPEND FEDERAL MONEY ON EBOLA AND THE ZIKA VIRUS AND THIS IS
AN EMERGENCY IN MY VIEW. THIS IS WHY I HELP TO WRITE THE
ACT TO BRING IN MONEY FOR THE COUNTRY AND FOR OHIO.
ONE WOMAN HERE TONIGHT LOST HER DAUGHTER DUE TO AN OVERDOSE AND
SHE HAS TAKEN THAT LOSS AND CHANNEL IT INTO TRYING TO HELP.
SHE TESTIFIED IN WASHINGTON BEFORE A JUDICIARY COMMITTEE TO
MAKE SURE THAT WE WROTE LEGISLATION THAT WOULD HELP IN
TERMS OF EDUCATION AND TREATMENT AND RECOVERY.
I WAS AT THE WOMEN’S SHELTER TODAY MEETING WITH WOMEN WHO ARE
RECOVERING ADDICTS. THEY NEED HELP NOW.
CLEVELAND LOST ONE PERSON PER DAY LAST YEAR TO OVERDOSES.
THIS YEAR, WE ARE ON TRACK TO LOSE AS MANY AS TWO PEOPLE A DAY
AND WE COULD HAVE A DOUBLING. MORE PEOPLE BEING LOST TO
SYNTHETIC HEROIN AND OTHERS AND THAT IS WHY THE LEGISLATION IS
IMPORTANT. I JUST GOT $37 MILLION INTO THE
SHORT-TERM BUDGET BETWEEN NOW AND DECEMBER 9.
THERE WERE NO OTHER MAJOR EXCEPTIONS TO THE LEGISLATION,
EXCEPT MINE. I WAS ABLE TO CONVINCE
COLLEAGUES THAT THIS IS AN EMERGENCY, BUT WHAT THE GOVERNOR
IS TALKING ABOUT IS POLITICS. I AM TALKING ABOUT HOW TO SOLVE
THE PROBLEM IN A WAY THAT USES BEST PRACTICES FROM AROUND THE
COUNTRY. DANITA: GOVERNOR STRICKLAND?
MR. STRICKLAND: I AM NOT TALKING ABOUT POLITICS.
I AM TALKING ABOUT HIS RECORD. LAST YEAR, THERE WAS MONEY TO
PROVIDE COMMUNITIES LIKE CLEVELAND RESOURCES TO FIGHT THE
SCOURGE. HE VOTED AGAINST IT. THEN HE SPENT MONTHS TRAVELING
OHIO, TELLING PEOPLE HOW CONCERNED HE IS AND HOW MUCH HE
HAS DONE. HE DID NOT HAVE THE COURAGE TO
CAST A VOTE, HE LET THE OTHER SENATORS CAST A VOTE, THEN HE

DEPARTMENT IS ISSUING A DECREE WITH THE JUSTICE DEPARTMENT, BUT

WHERE POLITICAL ACT SAYS MINORITIES ARE MORE LIKELY TO BE
OVERCHARGED OR FACE HARSHER SENTENCES THAN WHITE DEFENDANTS.

EARLY HIGH SCHOOL LEGISLATION. I HAVE ALSO SUPPORTED
